Absolutely but the government seems to be awful book keepers. It seems like every time there's an audit of a government agency there's a chunk of cash that is unaccounted for.

Do you know why the first bailout bill really failed to pass??? It was because there were NO EARMARKS in it! Do some research on the bill that was passed and you find that it included earmarks galore that have absolutely NOTHING to do with the bailout - but everything to do with what continues to be wrong with the way government is run. McCain was right - the way that congress adds earmarks to every single bill has to stop - too bad earmarks have become so ingrained that stopping them will be very hard.
